A new 1-story municipal building for the City of Elsmere houses both the Elsmere Police Department and City Administration Services. The facility includes a partial basement and a sallyport, which is designed to function as a storm shelter during emergencies.

The structure consists of a metal deck roof bearing on steel joists supported by an interior steel frame and perimeter load-bearing masonry walls. The first floor structure over the partial basement is composite slab on metal deck supported by an interior steel frame and perimeter concrete basement walls.
