A new 1-story municipal building for the City of Elsmere, Kentucky, housing both the Elsmere Police Department and City Administration services. The facility includes a partial basement and a sallyport designed to function as a storm shelter during emergencies.
 

The structure consists of a metal deck roof bearing on steel joists supported by an interior steel frame and perimeter load-bearing masonry walls. The first-floor structure over the partial basement is composite slab on metal deck supported by an interior steel frame and perimeter concrete basement walls.
